The journal was founded in 2010 on the basis of scientific collected articles of O. Ya. Usikov Institute for Radiophysics and Electronics of the NAS of Ukraine.  From 1983 to 1996 the collected articles were published as a subject scientific and technical collection on the problem of mastering millimeter and submillimeter ranges. And from 1996 to 2009 they were published as a periodical collection of scientific papers called “Radiophysics and Electronics”.

The RPE is included into the List of scientific professional editions of Ukraine, approved by the Decree No. 996 of 11.07.2017 of the Ministry of Science and Education of Ukraine, in which the results of Ph.D. and Doctoral theses (in physics and mathematics) are recommended to be published, URL: (https://mon.gov.ua/ua/nauka/nauka/atestaciya-kadriv-vishoyi-kvalifikaciyi/naukovi-fahovi-vidannya)

The RPE is included into the catalogue of subscription agency “UKRINFORMNAUKA” (http://u-i-n.com.ua/ru/catalog_main/63)

The RPE is included into the international citation system CrossRef (https://www.crossref.org/). Since 2014 the scientific publications of RPE are provided with the CrossRef’s digital object identifiers (DOI). The Journal’s DOI is: https://doi.org/10.15407/rej

Open Access Policy

The RPE adheres to an open access policy to the published material. The RPE Editorial Board recognizes the priority of the principles of free dissemination of scientific information, knowledge exchange and entirely excludes national, racial, religious, political or other types of restrictions on paper publication.

According to the instructions of Budapest Open Access Initiative (BOAI), under "open access" to the peer-reviewed scientific literature we mean its free availability through the public internet and the right of each user to read, download, copy, distribute, print, search, make references to full-text articles, or use it for any other lawful purpose in the absence of financial, legal, or technical barriers, with the exception of those that regulate access to the Internet itself. The only constraint on reproduction and distribution and the only role for copyright in this regard should be the authors’ right to control the integrity of their work and be properly acknowledged and cited (http://www.budapestopenaccessinitiative.org).

Articles of the scientific journal "Radiophysics and Electronics" and the journal as a whole (hereinafter referred to as "Works"), placed on our website in electronic form, are used under the terms of the Academic License.

According to the terms of this license, O. Ya. Usikov Institute for Radiophysics and Electronics of the National Academy of Sciences of Ukraine grants to Users in the territories of all countries of the World free of charge, nonexclusive, irrevocable license without the right to issue sub-licenses  for the use of Works by:

  • reproduction and non-commercial distribution of Works,
  • placing in Open Access Repositories,
  • distribution of translations of the Works,
  • downloading the Works with the aim of text and data mining and distribution of its results, including the derivative Works for commercial and non-commercial purposes.

Users are not entitled:

  • to distribute derivative Works (except their translations),
  • to distribute the Works for commercial purposes.

When using the Works, Users must indicate the Author of the Work (Attribution).

In accordance with the national legislation of the countries regarding fair (free) use, Users have the right to use the Work for their personal purposes (to read, print, upload, etc.), to cite and in other cases of fair use. In Ukraine, users have the right to use the Work freely in accordance with Articles 21-25 of the Law of Ukraine “On Copyright and Related Rights.”

Use of the Works beyond these License’s rules and conditions is a copyright infringement.

Relations between the authors and O. Ya. Usikov Institute for Radiophysics and Electronics of the National Academy of Sciences of Ukraine, in accordance with the terms of the Academic Open Access License, are governed by the COPYRIGHT AGREEMENT, which must be signed by the authors.


Ethics of Scientific Publications

The RPE Editorial Board obeys the ethics of international scientific publications, including the concepts of decency, confidentiality, supervision of publications and prevention of possible conflicts of interests, and so on. In its activities, the Editorial Board is guided by the recommendations of the Committee on Publication Ethics (http://publicationethics.org), as well as by the experience of reputable international publishers.

Authors should ensure that the results of the research, presented in the manuscript, are entirely original work and have not been published or submitted for publication by other publishing house, which is confirmed by the COPYRIGHT AGREEMENT.

The RPE Editorial Board takes responsibility to assist the scientific community in all aspects of the implementation of publication ethics policy, particularly in cases of suspicion of multiple submission/publication or plagiarism.

REGULATION ON THE ETHICS OF SCIENTIFIC PUBLICATIONS is one of the main components of paper review and RPE Journal publishing.

Peer Review Process

The RFE adopts a double-blind process of peer review. The manuscript submitted to the RFE is reviewed by at least two leading experts in the corresponding scientific field. The Editorial Board appoints reviewers from among the well-known highly qualified scientists and specialists who have the profound professional knowledge and work experience in a specific scientific area. The reviewing of manuscripts is confidential.

The objective of a review is to promote rigorous selection of author manuscripts for publication and to make specific recommendations for their improvement.

The review procedure provides a comprehensive analysis of the submitted manuscript and is aimed at an objective assessment of its content and compliance with the journal requirements.

When assessing the manuscript and writing a review, the reviewers adhere to the following criteria:

  • correspondence of the subject matter of the manuscript to the scientific areas (rubrics) of the journal;
  • the relevance of the chosen research topic;
  • scientific novelty of the presented results and their practical importance;
  • the correspondence of the goals and objectives of the work to the factual material;
  • advantages and disadvantages of the content and form of manuscript presentation;
  • recommendations for finalizing the manuscript;
  • the need to reduce the manuscript;
  • the possibility (or impossibility) of publishing a peer-reviewed manuscript in the journal.

A reviewer’s decision is not final. Authors have a right to appeal against a reviewer’s decision. In this case the paper should be sent to the independent referee or to adjudicating member of the Editorial Board for assessment. A final decision on the appeal remains with the Editorial Board.

The Editor makes the decision on the paper, and informs the authors on the decision.

Once reviewer reports have been received, authors are given 2 weeks to revise the manuscript. The revised manuscript along with a point-by-point response to the reviewer reports and with the explanations on any changes made in the manuscript should be returned to the Editorial Office.

The author's version of the article, agreed with the reviewers, is approved by the Editorial Board and sent to the editorial office to prepare for publication. The author acquaints him(her)self with the remarks of the scientific and literary editors. After completing the draft layout, the author makes the necessary corrections, and this version of the article is considered to be final, after which the replacement of text, figures or tables becomes inadmissible.
