The journal was founded in 2010 on the basis of scientific collected articles of O. Ya. Usikov Institute for Radiophysics and Electronics of the NAS of Ukraine.  From 1983 to 1996 the collected articles were published as a subject scientific and technical collection on the problem of mastering millimeter and submillimeter ranges. And from 1996 to 2009 they were published as a periodical collection of scientific papers called “Radiophysics and Electronics”.

The RPE Journal maintains a policy of open access to published material. The RPE Editorial Board recognizes the priority principles of free dissemination of scientific information, knowledge exchange and entirely excludes national, racial, religious, political or other types of restrictions on paper publication. The content of the journal is licensed by the COPYRIGHT AGREEMENT FORM.

According to the instructions of Budapest Open Access Initiative (BOAI), under "open access" to the peer-reviewed scientific literature, we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself. The only constraint on reproduction and distribution, and the only role for copyright in this domain, should be to give authors control over the integrity of their work and the right to be properly acknowledged and cited (http://www.budapestopenaccessinitiative.org).

The RPE Editorial Board obeys the ethics of international scientific publications, including the concepts of decency, confidentiality, oversight of publications and prevention of possible conflicts of interests and so on. In its activities, the Editorial Board is guided by the recommendations of the Committee on Publication Ethics (http://publicationethics.org), as well as by the experience of reputable international publishers.

REGULATION ON THE ETHICS OF SCIENTIFIC PUBLICATIONS is one of the main components of paper review and RPE Journal publishing.

The journal RPE is in the List of scientific professional editions of Ukraine, approved by the Decree №996 of 11.07.2017 of the Ministry of Education and Science of Ukraine, where results of PhD and Doctoral theses can be published (physics and astronomy).

English language articles are published in the journal “Telecommunications and Radio Engineering” (publisher Begell House, Inc., NY, USA; http://www.begellhouse.com)

The journal is included in the catalog of the subscription agency "UKRINFORMNAUKA" and is represented in national reference systems: national depository “Scientific periodicals of Ukraine”, national bibliographic atabase "Ukrainika scientific" (abstract journal "Source"), Scientific digital library for periodicals of Ukraine (NASPLIB). The edition is indexed by Google Scholar.

Authors should ensure that they submit only entirely original works, manuscript material has never been published or submitted for publication by some other publishing house, that is confirmed by the COPYRIGHT AGREEMENT. Plagiarism in any forms constitutes unethical publishing behavior and is unacceptable.

The RPE Editorial Board takes responsibility to assist a scientific community in all aspects of publication ethics policy, particularly in case of multiple submission/publication and plagiarism.

The Editorial Board of RPE consists of acknowledged experts in different fields of radiophysics and electronics from Ukraine, Russia, Belarus, Czech Republic, Israel, Japan, USA, Poland, and Great Britain.

The Editorial Board reviews the articles anonymously. If an author does not agree with a reviewer’s conclusion they are entitled to submit a request for repeated review of the article. If another reviewer does not agree with the previous review the article is given to a third reviewer whose decision is final.

An article submitted to the editors must not be published or presented for publication before in any other edition. To certify this, a license agreement is signed.
